Seeing Jenkins raid the closet with admirably less restraint than other guests was very satisfying. All his choices were spot on and I thought I'd organize his picks. Please correct me if I missed some!
It took a lot of effort and I'm not sure who I'm really helping with this list, but there really is just too much good cinema here.

Pop culture and ASOIAF

I know that our story is based very much around historical events and all that is very interesting. To me however, i've found that the comparisons to classic films or literature has been a lot more interesting. I usually compare Victarion's weird adventures in ADWD with the movie Fitzcarraldo that also revolves around a delusional man with a hopeless quest.
If this is intentional by GRRM is hard to guess. Sometimes similarities to other creative productions could be chance, they could be homages or it could be subconscious. Sometimes they're pretty obvious (Kermit and Elmo Tully, anyone?), sometimes not.

The swedish movie 491

The swedish movie 491 came out in 1964. It was based on a book by Lars Görling and directed by Vilgot Sjöman (most famous for "I Am Curious" that came out a few years later). The title 491 is based on Matthew 18:22 where Jesus says the following about forgiveness:
“I tell you, not seven times, but seventy-seven times."
70 x 7 = 490. So the movie is about the 491th time, when forgiveness isn't an option anymore. Not even Jesus will forgive your shit.
The story revolves around a group of youth criminals participating in a social experiment where they live in an apartment together in Stockholm, instead of going to prison. While being seemingly free they are only being supervised by social workers that loose their grasps of the young criminals more and more.
The criminal acts are escalating throughout the film. First they steal cars, gamble and fight each other. But later it features a homosexual rape scene and some of the youths at the end of the film force a young girl to be raped by a dog.

Comparisons to Ramsay

Ramsay should have been locked up a long long time ago and shouldn't even have access to all the Bolton privileges as he is a bastard. But a forgiving father (the social workers) and beneficial circumstances (their own apartment in central Stockholm) let him run free and his acts are escalating throughout our story.
We also know Ramsay forces Reek to sexual acts on Jeyne Poole and then we have this very disturbing quote when Jeyne is about to get rescued:
" No. This is some trick. It's him, it's my... my lord, my sweet lord, he sent you, this is just some test to make sure that I love him. I do, I do, I love him more than anything." A tear ran down her cheek. "Tell him, you tell him, I'll do what he wants...or whatever he wants...with him...or...or with the dog or...please...he doesn't need to cut my feet off, I won't try to run away, not ever, I'll give him sons, I swear it, I swear it..."
This would mean that Ramsay, just like the young criminals in 491 has done his 491th sin and can't be forgiven by Jesus/the old gods anymore. He will meet his end pretty soon.

Why would GRRM know about this movie?

491 created a political outcry in Sweden that had already been in motion and was part of the reason that our christian democratic party was founded (Thanks, Vilgot Sjöman). The comedic musician Owe Thörnqvist (most famous for the hit song "Hot dog boogie") jokes about this in one of his live performances that "the movie should be censored... for dogs. every doggy in town has gone crazy".
The movie was also banned from any screenings in Norway (on the other hand our silly christian neighbours also banned Life of Brian).
Because this movie even affected swedish national politics i'm sure there had to be some news about this worldwide and GRRM might have seen it. And he might have been inspired by the films grim message about social class and morality.
Or maybe he just writes a character with a similar theme, who knows. But it's an interesting thought.
TL;DR: The character Ramsay might be inspired by a controversial swedish film were a girl also is raped by a dog.
